This has been posted several times. The first was rightly killed by user flags. We're killing (or burying) the reposts, first as dupes and also as inappropriate for HN. The story is (a) off-topic, (b) designed for outrage, (c) if it isn't propaganda, would require careful sourcing to show it—something that HN is the wrong place for.
Normal sourcing rules go out the window when certain kinds of events are ongoing, and this is one of them. I will be very surprised if the story turns out to be true. Even if it is, though, it's unambiguously off-topic here.
This does not appear to be any kind of official action but some kind of agent provocateur simply passing out leaflets.
The leaflets bore the name of Denis Pushilin, who identified himself as chairman of "Donetsk's temporary government," and were distributed near the Donetsk synagogue and other areas, according to the reports.
Pushilin acknowledged that fliers were distributed under his organization's name in Donetsk but denied any connection to them, Ynet reported in Hebrew."
