Yes. Which concerns municipal broadband in Tennessee actually, factually having been build, despite it apparently being illegal.

It's worth noting that EPB built their network years ago, the laws are fairly recent if I'm not mistaken (though, I could be extremely wrong).

It's not blanket illegal. EPB can perfectly legally build out FTTx infrastructure in some cases, but not others.
