The author is making a flawed comparison. Typing faster isn't equivalent to playing blitz chess, it's equivalent to reaching down and moving the piece from the source square to the destination square faster.

Likewise, playing blitz chess is about making fast decision. How fast you type has no (significant) bearing on how long you spend thinking while you're coding.
