You can change this behavior in System Preferences -> General-> Show scroll bars -> Always This isn't some snarky comment. 1. A lot of people don't know about this setting. 2. When you set it to "Always", telemetry gets sent to Apple. If enough people do this, they may consider changing the default behavior.
